The government of the Grand Duchy of Luxembourg offers rental guarantees and subsidies. But what are the criteria? What are the steps to follow? Here are the answers to your questions.

Are you short of funds needed to finance your rental guarantee? The Ministry of Housing can help you pay the sum of money needed by being a financial guarantor.

However, your housing must fulfil certain criteria. 

First of all, it must be located in the Grand Duchy of Luxembourg and serve as your main and permanent residence.  

Then, of course, you must be a resident of the Grand Duchy of Luxembourg and have signed a rental agreement. But also:

  • Not be the owner, co-owner, beneficial owner, emphyteutic lessee or holder of surface rights in Luxembourg or abroad.
  • Have an income below the limit fixed by Law.
  • Have a conditional deposit agreement signed with a bank.
  • Have a monthly rent equal to or less than 40% of your income.
  • You agree to save the total amount of the rental guarantee (usually equal to 3 months of rent charges ) over a 3 years period.

What about the rent subsidy?

This support, intended for low-income households, starts from €134 and can rise up to maximum €294 per month (values from 1st April 2020).

Just like the rental guarantee, you and your housing must meet certain criteria. 

Your housing must be in the Grand Duchy of Luxembourg and serve as your principal and permanent residence. Your residence must also be knowledgeable as a rental property on the private market and cannot be rented by a public organization.

Of course, you must be a resident of the Grand Duchy of Luxembourg, have signed a rental agreement, but also:

  • Not be the owner, co-owner, beneficial owner, emphyteutic lessee or holder of surface rights in Luxembourg or abroad.
  • Not have an income above the regulatory limit fixed by Regulation.
  • Have a monthly rent superior to 25% of your net income.
  • Have a regular income for at least 3 months at the time of application.
